I am using a Adaptac 2930U SCSI card quite happily wilth my machine running XP Pro. XP already has drivers for this card and it worked perfectly straight out of the box. SCSI significantly reduced scan times over USB - somewhere in the region of 50% improvement. I would suggest that the information you recieved from Dell vis-a-vis SCSI is just another sad example of the incompetence and/or ignorance of their support personnel.
